The KTU ITPI (Information Technology Development Institute at Kaunas University of Technology) is an official Administrator of the .lt top-level domain. Their purpose is to perform the management functions of the .lt top-level domain delegated by the Internet self regulation institutions.

Today a ".lt" domain name can contain a maximum of 63 characters and a minimum of 2. The permitted characters are A-Z (case insensitive), special Lithuanian letters ą, č, ę, ė, į, š, ų, ž, numbers (0-9), and the hyphen "-". Though this hyphen (-) may not be used at the beginning or end of the name. On 30th of March, 2003 Information Technology Development Institute released the registration of domain names satisfying the IDN standard. IDN domain names will be registered in ASCII representation. So IDN domain name: xn--ai-ema19a.lt will have the unicode equivalent: ačiū.lt

The principles of the KTU ITPI are as follows:

1st principle: first come, first served.

2nd principle: The of the uniqueness of names. For the assurance of the integrity of Whois database the names of the existing Domains cannot be repeated.

3rd principle: Non-discrimination. The same rules are applied for all applications. The possibility to create a Domain is not related to the number of the Domains already held by the Applicant, its legal position, citizenship, place of residence or other personal attributes.

4th principle: Impartiality. The Administrator does not have any personal interest concerning the assignment of particular names to one or another person, therefore it is not a party to a dispute solving the issue on the rights to the labels used for this.

5th principle: Data correctness. The Applicant must ensure that data provided to the Administrator are always correct and accurate. Today (2009-07-10) there are 104057 registered domain names under the ccTLD ".lt".
